Virtual asset providers in El Salvador must register on new digital platform
El Salvador’s Financial Investigation Unit (UIF) has announced the launch of the registration process for Virtual Asset Service Providers (VASPs) on the new goAML platform, starting on May 15, 2025. Obligated entities must complete their registration through the official website: https://goaml.uif.gob.sv/Home.
VASPs include individuals or legal entities that operate as payment processors or gateways; digital wallets; cryptocurrency custodians; digital exchange houses; crypto ATMs; or any other service provider that differs from the above and may vary depending on the nature of the services, as defined in Article 19 of the Digital Assets Law.
Required documentation
As part of the registration process, entities must upload the documents required under Article 7 of the Guidelines for the Prevention, Detection, and Control of Money and Asset Laundering, Terrorism Financing, and the Proliferation of Weapons of Mass Destruction (ML/TF/PWMD). This includes:
- Certification of the creation of the compliance unit.
- Appointment of the chief compliance officer and alternate officer, with their respective national ID cards (Unique Identity Document).
- Compliance manual for ML/TF prevention.
- Compliance unit’s work plan.
- Staff training program.
- Description of the IT or automated system used for risk análisis.
- Audit plan.
- Proof of ownership or shareholding structure up to the final beneficiary.
- Valid credential.
- Tax documentation according to the nature of the obligated entity.
Registration for financial conglomerates and business groups
Financial conglomerates and business groups that meet the requirements set out in Article 26-B of the Anti-Money Laundering Law, Articles 65 and 66 (for entities supervised by the Superintendency of the Financial System), and Articles 74 and 75 (for other obligated entities) of the guidelines, must follow an additional procedure:
- Submit a written request signed and sealed by the legal representative and notarized, via email to the UIF, requesting authorization for registration and indicating those responsible for compliance.
- Attach the minutes of the general assembly meeting that reflects the decision to request registration, along with a declaration of compliance with legal requirements.
