The National Electric Power Company of Honduras (ENEE) has launched the National Public Tender Process LPN No. 100-003/2026, inviting interested companies to participate in the execution of the project for the supply, installation, and expansion of 8 electric distribution substations.
The objective of the project is to contract detailed engineering services, equipment supply, civil works construction, electromechanical assembly, and commercial commissioning to strengthen power transformation and distribution infrastructure at the selected substations nationwide.
Project scope and lot structure
The project is divided into 9 independent lots, allowing companies to participate according to their operational profile and technical capacity:
- Lot 1: Naco Substation (138/34.5 kV) – Term: 15 months
- Lot 2: Río Lindo Substation (138/34.5 kV) – Term: 15 months
- Lot 3: Ceiba Térmica Substation (138/34.5 kV) – Term: 15 months
- Lot 4: Sulzer Substation (138/34.5 kV) – Term: 15 months
- Lot 5: San Pedro Sula Sur Substation (230/34.5 kV) – Term: 18 months
- Lot 6: Juticalpa II Substation (230/34.5 kV) – Term: 18 months
- Lot 7: Toncontín Substation (230/13.8 kV) – Term: 22 months
- Lot 8: New El Estadio Substation (138/13.8 kV) – Term: 20 months
- Lot 9: Supply of complementary equipment for nationwide spare parts – Term: 12 months
Main activities to be perfomed by the contractor
- Preparation of detailed engineering for the electromechanical and civil works.
- Supply, transportation, and installation of instrument transformers, power circuit breakers, surge arresters, disconnect switches, control/protection panels, battery systems, and communication systems.
- Execution of civil works, including earthworks, foundations, cable trenches, control rooms, and perimeter fencing.
- Factory and site testing, as well as commercial commissioning.
- Strict compliance with environmental, social, and occupational safety requirements.
Bidder qualification requirements
- Prequalification and eligibility: Bidders must be prequalified in Honduras' public works contractor registry and must be Honduran nationals or meet the applicable legal requirements for consortiums.
- Bid security: An original bid security must be submitted for an amount equivalent to at least 2% of the total bid value (in Honduran Lempiras), valid for 150 days from the bid opening.
- Site visit: The site visit is mandatory. Bidders must submit the certificate issued by the Project Management Unit.
- Technical and financial documentation: Bids must include a breakdown of direct costs, overhead and profit, unit price schedules, work schedule, disbursement plan, and the bidding documents, duly paginated, signed, and stamped.
- CHICO registration: The successful bidder must be registered with, or register the contract before, the Honduran Chamber of Construction Industry (CHICO) prior to receiving the first payment.
