Guatemala launches tender for the construction of the Jutiapa Hospital

The Ministry of Public Health and Social Assistance (MSPAS) of Guatemala, through its Special Unit for the Execution of Health Programs and Projects (UEPPS), has launched an international public tender for a turnkey contract covering the design, construction, equipping, and commissioning of the new Jutiapa Hospital. This project is part of the Hospital Infrastructure and Equipment Investment Program, partially funded by the Central American Bank for Economic Integration (BCIE). 

The project will follow a fast-track methodology, allowing overlapping stages to reduce the total execution time. The selected contractor will be responsible for the following phases: 

  • Pre-investment phase: development of architectural design and engineering studies. 
  • Construction phase: execution of the hospital infrastructure. 
  • Equipment phase: procurement, installation, and commissioning of medical and non-medical furniture and equipment. 
  • Commissioning phase: implementation of hospital software, staff training, and operational testing. 

Technical and administrative requirements 

Bidders must submit a comprehensive proposal that includes: 

  • A minimum built area of 18,700 m², plus 6,000 m² of exterior areas. 
  • Use of BIM methodology and design strategies adapted to local topography. 
  • A comprehensive equipment proposal, including medical furniture, laboratory, pharmacy, industrial equipment, and security systems. 
  • A hospital management plan, emergency transport drills, and operation manuals. 
  • An environmental strategy aligned with the SIEMAS Plan and national regulations. 

Participation requirements 

  • Proven experience in similar contracts of at least US $12 million, including CT and MRI equipment. 
  • Not be disqualified for prohibited practices or listed as ineligible by CABEI. 
  • Valid legal documentation, including business licenses, tax registration (RTU), tax clearance certificate, and legal representation documents. 
  • Performance bond covering 30% of the total contract value. 

Bid submission deadline: Hard copy proposals must be submitted no later than July 23, 2025.
