Guatemala launches PEG-6-2026 Open Tender to procure 600 MW of capacity and energy

The Government of Guatemala has officially launched the PEG-6-2026 Open Tender, a strategic process to procure 600 MW of electric capacity and energy aimed at ensuring the continuity and reliability of the country's electricity supply.

The tender is being conducted by EEGSA, DEORSA, and DEOCSA, with the support of the National Electric Energy Commission (CNEE), pursuant to CNEE Resolution No. 323-2026.

What does PEG-6 include?

The 600 MW will be divided into two blocks:

  • Block A of 450 MW: allocated to new generation plants.
  • Block B of 150 MW: allocated to currently operating power plants.
  • Up to 15 years: term of the supply agreements.
  • May 1, 2032: scheduled start date for electricity supply.

The tender seeks to incorporate firm capacity, meaning generation capacity that helps ensure reliable electricity supply regardless of weather conditions.

Economic and contractual considerations

For the economic evaluation of bids, the tender documents establish reference prices for different fuels, based on the sources and methodologies specified in the tender documentation:

Fuel Reference price Unit
Bunker fuel – US Gulf No. 6 (USGC HSFO) US $78.68 US$/BBL
Coal – FOB Colombia 6000 NAR US $91.71 US$/MT
Petroleum coke – USGC Petcoke High-Sulphur FOB 7,500 kc NAR  US $102.72 US$/MT
Natural gas – Henry Hub US $2.57 US$/MMBTU
Propane – Mont Belvieu US $0.686 US$/gallon

The reference prices are based on specialized sources, including Platts, US Marketscan, Coal Trader International, McCloskey, and OPIS, as applicable to each fuel.

The natural gas and propane prices were calculated based on the corresponding average values for June, July, and August 2026.

Financial commitments

  • Bid security: each bidder must provide a guarantee equivalent to US $30,000 for each MW of maximum Guaranteed Capacity offered.
  • Pre-operational Guarantee: each awarded bidder must provide a guarantee equivalent to US $100,000 for each MW of Guaranteed Capacity awarded. This guarantee must remain in effect until two months after the corresponding validation by the Wholesale Market Administrator (AMM).

Contract type by generation technology

The tender documents also distinguish the applicable contractual mechanism based on the generation technology:

  • Renewable generation plants: may use either a Load Curve Contract for Differences or an Energy Purchase Option Contract.
  • Non-renewable generation plants: must use an Energy Purchase Option Contract.

In addition, the distribution companies may sell surplus capacity and energy in the Wholesale Market or the Regional Electricity Market (MER), in accordance with applicable regulations.
