
The Regional Electricity Interconnection Commission (CRIE), the regulatory body of the Central American Regional Electricity Market (MER), selected Ligia López, Senior Counsel at GarciaBodan, as part of the regional team of international consultants that will conduct a strategic, legal, technical, and market analysis aimed at ensuring the continuity, strengthening, and regulatory and operational stability of the MER.
The consultancy aims to analyze the opportunities, risks, and implications that could arise from different scenarios related to Guatemala’s participation in the MER, particularly in the context of the denunciation of the Central American Electricity Market Framework Treaty and its Protocols. The study covers legal, regulatory, institutional, market, transmission, and operational aspects.
Ligia López’s role
As a lawyer specializing in administrative and regulatory law, Ligia will contribute to the analysis of the institutional, administrative, and regulatory framework related to the consultancy.
This component includes, among other aspects:
• An analysis of the regulatory and institutional implications that could arise under different scenarios regarding Guatemala’s participation in the MER.
• A review of the applicable regional regulations, including the Regional Electricity Market Regulations (RMER) and other regulations issued by CRIE.
• An analysis of the powers and functioning of the MER’s bodies and institutions, including CRIE, the Regional Operating Entity (EOR), and the Regional Electricity Market Executive Council (CDMER).
• The identification of legal and regulatory risks and the formulation of proposals for regulatory amendments to mitigate them.
Ligia’s participation will be integrated with the work of specialists in public international law and international treaties, regulation of the technical and commercial operation of electricity markets, and regulation of electricity markets with an emphasis on transmission, who will lead their respective components of the consultancy.
