El Salvador’s Ministry of Economy to Contract Services for Streamlining Procedures

The Ministry of Economy of El Salvador (MINEC) has issued a request for proposals to hire specialized professional services for the simplification and digitalization of procedures as part of a program aimed at improving the business climate in the country. 

The offer, published by the El Salvador Products and Services Exchange (Bolpros), has a maximum budget of USD 1,883,333. MINEC seeks to engage a firm with expertise in comprehensive services to provide professional advice and specific solutions to strengthen regulatory frameworks, undertake process reengineering, and develop systems for the digitalization of procedures. 

Funding for this project comes from a loan from the Andean Development Corporation (CAF) allocated to the “Program for Transforming El Salvador’s Business Climate through Trade and Investment Facilitation.” This program aims to enhance the efficiency of services and procedures for citizens and businesses, implement customs automation as a modernization driver, and create a predictable, trustworthy, and attractive environment for current and potential investors. 

Responsibilities of the Contracted Firm 

The selected firm will perform the following tasks: 

  • Analysis and Diagnosis: Conduct assessments and provide legal support for the simplification and digital transformation of processes. 
  • Process Strengthening: Improve the simplification and reengineering of processes, ensuring the quality of products and deliverables. 
  • Management and Coordination: Assist in managing and coordinating work sessions, technical meetings, and decision-making. 
  • Quality Control: Monitor the quality and follow-up of deliverables related to software development, systems, or other technological tools. 
  • Training and Supervision: Oversee training, live implementation of systems, and the use of developed technological tools. 
  • Support in Digital Transformation: Facilitate the transition to digital processes. 

The contract for these services will be valid until August 31, 2025. The contracted firm must have experience in providing professional support for administrative and technical tasks, as well as in human resources management. Additionally, the staff should be located in the San Salvador metropolitan area, and the firm must comply with labor laws and information security regulations.
