Bidding for the update of studies on the construction of the Administrative Center of the State of Guatemala
The National Agency for Public-Private Partnerships (ANADIE) has announced the opening of the public tender for the “Update of technical, legal, financial, and risk structuring studies for the construction and development of infrastructure for the Administrative Center of the State Project.”
This project, aligned with the country’s sustainable development policies, aims to modernize government infrastructure and improve the efficiency of public service delivery. The initiative involves the construction of four buildings with efficient and sustainable technology, which will house government offices for approximately 12,000 employees.
The project will be developed under the Public-Private Partnership (PPP) model, a collaboration framework between the public and private sectors for the execution of infrastructure works and the provision of public services.
The estimated construction cost is US $270 million (Q2,095 million), and the operational cost amounts to US $374 million (Q3 billion). The total contract duration will be 25 years, with 3 years for construction and 22 years for the operation of the facility.
Deliverables
Bidders must submit the following documents:
- Kick-Off and Work Plan.
- Inspection Report.
- Development and update of the Community Outreach Plan (Plan ACERCA) and social study.
- Update of technical study, risk study, and prequalification bases.
- Update of the economic-financial study.
- Update of the legal study.
- Update of the social-environmental study.
- Final report and presentation of the results of the Feasibility Study.
- Transaction advisory.
Requirements for participating entities
To participate in the tender, bidders must have any of the following legal personalities:
- National legal entities.
- Foreign legal entities authorized to operate in Guatemala.
- Joint ventures or consortia under the following combinations:
- National legal entities with foreign entities.
- National legal entities with other national entities.
- Foreign legal entities authorized to operate in Guatemala with other foreign entities not present in the country.
- Foreign legal entities authorized to operate in Guatemala with other foreign entities also authorized to operate in the country.
