The Empresa Propietaria de la Red (EPR) has launched a request for bids for the installation and construction of the Second Circuit of the SIEPAC Transmission Line, a regional electricity infrastructure initiative involving works in Honduras, Nicaragua, and Costa Rica.
The process, identified as 2CLT-240820 (D), is partially financed by the Central American Bank for Economic Integration (CABEI) and seeks to select construction companies to execute works corresponding to two strategic interconnections of the system:
Agua Caliente – Sandino, connecting Honduras and Nicaragua.
La Virgen – Fortuna, connecting Nicaragua and Costa Rica.
The contractor will be selected through an open competitive process with an international market approach, in accordance with CABEI’s Procurement Policy for Bank-Financed Operations and its applicable regulations.
An opportunity for international construction companies and contractors
The process represents an opportunity for companies with experience in electrical infrastructure, construction, and installation seeking to participate in regional-scale projects. Bidders may submit their proposals individually or as members of a Joint Venture, Consortium, or Association (APCA).
EPR will be responsible for the procurement process and will make the relevant bidding documents available to interested parties through its FILEON Procurement System.

Bids must be submitted in two separate files, corresponding to the Technical Proposal and the Financial Proposal, both in PDF format and exclusively through the FILEON Procurement System.
All bids must be accompanied by a Bid-Securing Declaration. Late submissions will not be accepted.
A regional-scale project
The SIEPAC Second Circuit is part of ongoing efforts to strengthen electricity transmission infrastructure and the integration of Central America’s electricity market.
Participation in a project of this nature requires interested companies to consider corporate, contractual, regulatory, labor, tax, and compliance matters across the different jurisdictions involved.
For foreign companies considering participating in the process, the possibility of doing so through joint venture or consortium structures also makes it important to assess in advance the legal structure of the participation, the responsibilities of each member, and the applicable requirements in the countries where the works will be carried out.
