
The National Electric Energy Commission of Guatemala (CNEE) approved the terms and conditions of Open Tender 1-2026 for the joint procurement of capacity and electricity by the country's three main distribution companies: EEGSA, DEOCSA, and DEORSA.
The procurement process is intended to ensure a reliable supply of capacity and electricity for customers served by these distributors.
The tender is divided into two procurement periods:
- Short-term (remaining 2026–2027 seasonal year): Variable monthly capacity ranging from 162 MW to 204 MW between August 2026 and April 2027.
- Medium-/long-term (May 2027 – April 2032): A uniform 300 MW of firm capacity for each seasonal year.

- Monthly energy: Varies by month, ranging from 157,198 MWh (February) to 174,041 MWh (31-day months).
Reference fuel prices for bid evaluation
For non-renewable generation technologies, the Offered Energy Price (PEO) will be evaluated using indexation formulas based on the CNEE's 2026 reference fuel prices. The baseline values are:
- Bunker fuel: US$85.76/BBL
- Coal: US$96.55/MT
- Natural gas: US$2.80/MMBtu
- Diesel: US$137.74/BBL
- Petroleum coke: US$82.75/MT
Bid submission requirements
Interested parties wishing to participate must qualify as Bidders and comply with the following requirements:
- Bid documents fee: non-refundable payment of US $5,000.00.
- Bid security: An amount equal to the maximum capacity offered (MW) multiplied by US $15,000.00, with a minimum validity of four months.
- Legal documentation: Evidence of legal capacity (for both domestic and foreign entities), sworn statements confirming eligibility, and proof of firm capacity or the corresponding electricity import agreements, where applicable.
- Fuel supply assurance: Projects based on natural gas must submit a Memorandum of Understanding (MOU) with their fuel supplier.
