Guatemala launches tender for the construction of the San Mateo Ixtatán substation and associated transmission line

The National Institute of Electrification (INDE), through its Electric Power Transmission and Distribution Company (ETCEE), has officially launched tender ETCE/E0301-2025-0004, a strategic project aimed at strengthening the electricity transmission network in western Guatemala.

This initiative forms part of the national transmission expansion plan and seeks to ensure the stability and reliability of electricity supply in the department of Huehuetenango through the construction of high-voltage infrastructure. The project is intended to enhance the transformation and transmission capacity of the National Interconnected System (SNI) in areas with high demand and strong development potential.

The tender covers the comprehensive execution of civil and electromechanical works under a contracting scheme designed to ensure compliance with international quality and industrial safety standards. The estimated investment for the project is US $12 million.

 

Activities required from the contractor

Bidders must submit technical and financial proposals that include:

  • Preparation of detailed engineering for the substation and the transmission line.
  • Supply of metal structures, power transformers, yard equipment, protection systems, control, metering, and integration of communication systems.
  • Execution of all necessary civil works, equipment installation, conductor stringing, and commissioning tests.
  • Implementation of social engagement processes for right-of-way access and compliance with approved environmental mitigation plans.

 

Requirements to participate

Interested parties must meet the following criteria:

  • Hold valid prequalification in the Registry of Prequalified Works Contractors of the Ministerio de Comunicaciones, Infraestructura y Vivienda (CIV).
  • Demonstrate technical and financial capacity to execute electrical infrastructure projects of similar scale.
  • Submit a Bid Bond (Offer Maintenance Surety) guaranteeing the seriousness of the proposal.
  • Be registered and authorized as a supplier on the official Guatecompras procurement portal.

 

Bid submission deadline

The deadline for bid submission is June 24, 2026. Awarded projects must comply with an execution schedule designed to ensure the timely commissioning of the infrastructure.
