Tender for the Construction of a New Highway to San Carlos, Costa Rica
The Ministry of Public Works and Transportation of Costa Rica (MOPT) has launched an international public tender for the design and construction of the central section of National Route No. 35, known as the San Carlos Highway. This project is part of the Road Infrastructure and Urban Mobility Program: Resilient Connectivity, financed through a loan from the Inter-American Development Bank (IDB).
Project Objective
The primary goal of the project is to enhance connectivity and urban mobility in the region by providing high-quality road infrastructure to support economic and social growth. The project is divided into two lots, each comprising multiple construction units. Lot No. 1 includes units SC-1, SC-2, and SC-3, while Lot No. 2 consists of units SC-4, SC-5, and SC-6.
Contractor Activities
The selected contractor will be responsible for constructing a 4-lane highway (2 lanes in each direction) with internal and external shoulders, a median, and protective barriers.
Additionally, the contractor must:
- Build seven new major structures.
- Rehabilitate eight existing major structures.
- Reconstruct two major structures.
These structures include bridges and overpasses, with spans ranging from 270 to 314 meters. The project also includes the construction or rehabilitation of wildlife and livestock crossings.
Proposal Evaluation and Execution Timeframe
Proposals will be evaluated using a Pass/Fail methodology, combined with an assessment to determine the most advantageous offer. The works for Lot No. 1 are expected to be completed within 40 months, while Lot No. 2 must be finished in 32 months.
Deadline for Submission of Bids
Bids must be submitted to the Institutional Procurement Office of MOPT, located at the Ministry’s Central Plant, no later than March 21, 2025, before 10:00 a.m.
