Consultancy for the supervision of the design and improvement of the Ojo de Agua – Cantarranas Road (Honduras)

The Ministry of Infrastructure and Transportation of Honduras (SIT), with financing from the Central American Bank for Economic Integration (BCIE), has launched an international public tender to hire consultancy services. 

Contractor Activities 

The selected consultant will be responsible for carrying out comprehensive technical supervision throughout all phases of the project, from design to construction. 

Specific activities to be performed include: 

  • Design Supervision: Conduct a thorough review of the plans and technical specifications, verify the compatibility of the design with infrastructure requirements, and ensure that the design meets the standards set by SIT and BCIE. 
  • Quality Control: Supervise and document the quality of materials used in the project, including laboratory testing and on-site quality analysis, to ensure compliance with technical specifications. 
  • Physical and Financial Progress Monitoring: Perform daily inspections and report physical and financial progress, ensuring that activities are carried out within the established budget and timeline. 
  • Safety and Environmental Evaluation: Review and ensure compliance with safety and environmental regulations. This includes the implementation of waste management practices, dust control, and protection of surrounding areas during construction. 
  • Communication and Coordination Management: Act as an intermediary between the contractor and SIT to resolve technical or administrative issues, coordinate progress meetings, and make recommendations for technical adjustments based on field analysis. 
  • Documentation and Reporting: Prepare detailed reports for each stage of execution, including progress on design, construction, and performance evaluations. 

Requirements for Applicants 

  • The consulting firm must demonstrate proven experience in similar projects, preferably in the supervision of road infrastructure works and projects funded by international entities such as BCIE. 
  • The firm should have a highly specialized technical team, including civil engineers, road structure specialists, and quality control technicians. 
  • Submit audited financial statements demonstrating solvency and the capacity to manage workflow. 
  • All applicants must comply with the transparency, anti-corruption, and ethical practices standards as required by BCIE in its projects. 
  • Applicants must submit a detailed technical proposal that meets the established terms of reference and includes a comprehensive supervision plan. 

The contract value will be defined based on the economic proposals submitted and the BCIE’s cost analysis.
