Project for strengthen the capital city’s drinking water services in Honduras

Tegucigalpa is the third most populated city in Central America and is currently the capital and seat of government of the Republic of Honduras. The Municipal Mayor’s Office of the Central District (AMDC, for its acronym in Spanish) has received financing from the World Bank to strengthen potable water services in Tegucigalpa, which will be used to sign contracts for consulting services.

The Project is the first phase of a longer-term program to support the implementation of Honduras’ Framework Law and ensure Water Supply and Sanitation (WSS) services for all in the nation’s capital in a financially and environmentally sustainable manner. To this end, it focuses on supporting the operationalization of the municipal WSS service provider in Tegucigalpa.

To this end, it focuses on supporting the operationalization of the municipal WSS service provider in Tegucigalpa (Unidad Municipal de Agua y Saneamiento – UMAPS) and solving urgent and critical problems in the Tegucigalpa system. The proposed Project constitutes an Investment Project Financing (IPF) with Disbursement Linked Indicators (DLI), which provides incentives to ensure the implementation of critical institutional reforms, such as the transfer of WSS systems to the Municipality and the strengthening of a sustainable WSS provider to ensure the achievement of key WSS operational objectives.

The project’s development objective is to increase the efficiency and reliability of water services in selected areas of Tegucigalpa through:

  1. Operationalization of the new service provider (UMAPS).
  2. Improvements in infrastructure and resource management tools.

The purpose of the consulting services for “Project Management Support” is to hire a firm with international experience in Project Management, in order to provide support to the Municipality of the Central District, as responsible for the implementation of the Project.

The successful bidder will be responsible for playing a key role in providing critical support in the project execution, planning and evaluation process, paying special attention to the environmental and social standards of the project; and, ensuring the efficiency and effectiveness of its implementation, with an estimated duration of 72 months. Consultants will be selected on the basis of the Selection Based on Quality and Cost (SBCC) method.
