The Government of Guatemala has officially launched the PEG-6-2026 Open Tender<\/strong>, a strategic process to procure 600 MW of electric capacity and energy<\/strong> aimed at ensuring the continuity and reliability of the country’s electricity supply.<\/p>\r\n

The tender is being conducted by EEGSA, DEORSA, and DEOCSA<\/strong>, with the support of the National Electric Energy Commission (CNEE),<\/strong> pursuant to CNEE Resolution No. 323-2026.<\/p>\r\n

What does PEG-6 include?<\/span><\/h2>\r\n

The 600 MW will be divided into two blocks:<\/p>\r\n

    \r\n\t
  • Block A of 450 MW:<\/strong> allocated to new generation plants.<\/li>\r\n\t
  • Block B of 150 MW:<\/strong> allocated to currently operating power plants.<\/li>\r\n\t
  • Up to 15 years:<\/strong> term of the supply agreements.<\/li>\r\n\t
  • May 1, 2032:<\/strong> scheduled start date for electricity supply.<\/li>\r\n<\/ul>\r\n

    The tender seeks to incorporate firm capacity<\/strong>, meaning generation capacity that helps ensure reliable electricity supply regardless of weather conditions.<\/p>\r\n

     <\/p>\r\n

    Economic and contractual considerations<\/span><\/h2>\r\n

    For the economic evaluation of bids, the tender documents establish reference prices for different fuels, based on the sources and methodologies specified in the tender documentation:<\/p>\r\n

    The reference prices are based on specialized sources, including Platts, US Marketscan, Coal Trader International, McCloskey, and OPIS,<\/strong> as applicable to each fuel.<\/p>\r\n

    The natural gas and propane<\/strong> prices were calculated based on the corresponding average values for June, July, and August 2026.<\/strong><\/p>\r\n

    Financial commitments<\/span><\/h2>\r\n
      \r\n\t
    • Bid security:<\/strong> each bidder must provide a guarantee equivalent to US $30,000 for each MW<\/strong> of maximum Guaranteed Capacity offered.<\/strong><\/li>\r\n\t
    • Pre-operational Guarantee:<\/strong> each awarded bidder must provide a guarantee equivalent to US $100,000 for each MW of Guaranteed Capacity awarded.<\/strong> This guarantee must remain in effect until two months after the corresponding validation by the Wholesale Market Administrator (AMM).<\/strong><\/li>\r\n<\/ul>\r\n

       <\/p>\r\n

      Contract type by generation technology<\/span><\/h2>\r\n

      The tender documents also distinguish the applicable contractual mechanism based on the generation technology:<\/p>\r\n

        \r\n\t
      • Renewable generation plants:<\/strong> may use either a Load Curve Contract for Differences or an Energy Purchase Option Contract.<\/li>\r\n\t
      • Non-renewable generation plants:<\/strong> must use an Energy Purchase Option Contract.<\/li>\r\n<\/ul>\r\n

        In addition, the distribution companies may sell surplus capacity and energy in the Wholesale Market or the Regional Electricity Market (MER), in accordance with applicable regulations.<\/p>\r\n
