The Ministry of Public Education of Costa Rica (MEP) has published international public tender 2026LPI-0002-PROERI-MEP<\/strong>. The objective of this contract is to intervene in educational centers that require priority attention to guarantee their structural resilience.<\/p>\r\n

The works aim to mitigate safety risks from natural events, ensure compliance with human safety and accessibility regulations, and provide communities with sustainable learning spaces adapted to current climate conditions.<\/p>\r\n

The project is funded by the Central American Bank for Economic Integration (CABEI), under the Emergency Program for the Integral and Resilient Reconstruction of Infrastructure (PROERI).<\/p>\r\n

 <\/p>\r\n

Scope of work per educational center<\/span><\/h2>\r\n

The interventions are concentrated in two geographic fronts defined within the bidding documents:<\/p>\r\n

    \r\n\t
  • Nuevo Horizonte School:<\/strong> Comprehensive development of preliminary studies, infrastructure design, and total construction of the educational center under bioclimatic criteria.<\/li>\r\n\t
  • Pedernal School:<\/strong> Execution of a redesign that technically justifies a single-level architectural solution, the suppression of spaces excluded from the updated scope, and an implementation adapted to the actual conditions of the land.<\/li>\r\n<\/ul>\r\n

     <\/p>\r\n

    Contractor activities<\/span><\/h2>\r\n

    The development of the contract will be rigorously executed throughout consecutive phases focused on sustainable design and construction quality:<\/p>\r\n

      \r\n\t
    • Topographic surveys, soil studies, hydrological analysis, and evaluation of geophysical and climate risks of the land.<\/li>\r\n\t
    • Preparation of detailed construction plans, calculation memories, and technical specifications for their mandatory endorsement before the Federated College of Engineers and Architects of Costa Rica (CFIA), in addition to managing environmental viability before SETENA.<\/li>\r\n\t
    • Development of a Sustainable and Low-Carbon Design Report to apply the projects to the Ecological Blue Flag Program (PBAE), including nature-based solutions, carbon footprint quantification, and energy efficiency systems.<\/li>\r\n<\/ul>\r\n

       <\/p>\r\n

      Bidding requirements<\/span><\/h2>\r\n

      Interested companies must documentally validate strict compliance with technical, legal, and financial requirements:<\/p>\r\n

        \r\n\t
      • Present certifications showing they are up to date with national obligations and ensure compliance with the Workplace Risk Law with certified clothing and equipment.<\/li>\r\n\t
      • Accredit a team of professionals to assume professional responsibility before the CFIA under the roles of Professional Responsible for Design (Phase 1) and Project Director (Phase 2).<\/li>\r\n\t
      • Demonstrate financial and technical backing to assume the quality guarantee for a minimum of 12 months in infrastructure and equipment, in addition to liability for hidden defects for a period of up to 10 years.<\/li>\r\n<\/ul>\r\n
