The National Electric Transmission Company (ENATREL) has launched International Public Tender No. LPI-01-2026-PSSEN-ENATREL for the implementation of the \u201cNetwork Rehabilitation, Phase 2\u201d project under Nicaragua\u2019s Electric Sector Sustainability Program (PSSEN), partially financed by the Central American Bank for Economic Integration (CABEI).<\/strong><\/p>\r\n

The project aims to strengthen the sustainability of Nicaragua\u2019s electricity sector by reducing energy losses and rehabilitating power distribution infrastructure throughout the country.<\/p>\r\n

 <\/p>\r\n

Scope of works<\/span><\/h2>\r\n

The contract covers the construction and rehabilitation of primary and secondary distribution networks across 19 sections, representing approximately 186 kilometers of power lines in the southern region of Nicaragua.<\/strong> The works must be carried out in accordance with the Standard Project Specifications and ENEL 1998 standards applicable to medium- and low-voltage distribution systems operating at 7.6\/13.2 kV and 14.4\/24.9 kV.<\/strong><\/p>\r\n

The selected contractor will be responsible for executing the required civil and electrical works, providing technical personnel and equipment, implementing the work schedule, and submitting a detailed technical proposal that includes construction methodology, activity planning, human resources, machinery, and other elements demonstrating the contractor\u2019s capacity to successfully perform the project.<\/strong><\/p>\r\n

Eligibility requirements<\/span><\/h2>\r\n

The tender is open to companies from both CABEI member and non-member countries, as well as joint ventures, consortia, and participation associations (APCA).<\/p>\r\n

Bidders must demonstrate the legal, technical, and financial capacity necessary to execute the works, including previous experience in similar projects and duly registered corporate documentation. Key documentation requirements include:<\/p>\r\n

    \r\n\t
  • Bid submission letter.<\/li>\r\n\t
  • Bill of quantities and unit prices.<\/li>\r\n\t
  • Bid securing declaration.<\/li>\r\n\t
  • Corporate formation and legal representation documents.<\/li>\r\n\t
  • Evidence of bidder eligibility.<\/li>\r\n\t
  • Proof of technical and financial capacity.<\/li>\r\n\t
  • Detailed technical proposal.<\/li>\r\n<\/ul>\r\n

    Participating companies must demonstrate relevant experience and contracting history in accordance with the evaluation criteria established in the tender documents. Financial capacity will be assessed based on information from at least the previous three years.<\/p>\r\n

    Where bids are submitted through a consortium or APCA structure, members must assume joint and several liability for the full execution of the contract and appoint a common representative with sufficient authority to act throughout the procurement process and contract implementation.<\/p>\r\n

    Bidders must also strictly comply with CABEI\u2019s integrity and prohibited practices policies, including provisions relating to corrupt, fraudulent, collusive, coercive, and obstructive practices.<\/p>\r\n

    The tender documents exclude companies and individuals included on CABEI\u2019s ineligibility lists or sanctioned by organizations recognized by the multilateral lender.<\/p>\r\n

    Submissions of bids<\/span><\/h2>\r\n
