The governments of Costa Rica and El Salvador have signed a set of seven agreements in strategic areas such as air transportation, tourism, animal welfare, culture, economy, energy, and the environment.
The agreements include:
- Aviation
One of the most significant agreements regulates air transportation between the two countries. The memorandum creates an international civil aviation system that allows designated companies from Costa Rica and El Salvador to operate both regular and non-regular flights, including passenger and cargo services. Key aspects of the agreement:
- Air services: Allows passenger, cargo, mail, and exclusive freight flights.
- Flexibility in routes: Airlines can operate flights that fly over the territory of both countries without the need to land, enhancing connectivity.
- Tourism
In the tourism sector, Costa Rica and El Salvador have agreed to share experiences to boost their industry. Costa Rica, known for its sustainable tourism model, will share its expertise with El Salvador, while El Salvador will highlight its successful “Surf City” program as an example of tourism promotion. Key aspects of the agreement:
- Exchange of tourism models: El Salvador will learn from Costa Rica’s sustainability experience, and Costa Rica will benefit from the Surf City strategy.
- Promotion of sustainable tourism: Both countries will share strategies for managing destinations in an environmentally responsible manner.
- Animal welfare
In the area of animal welfare, both governments have committed to collaborating on developing regulations and training specialized personnel. Key aspects:
- Technical training: Strengthening the skills of personnel responsible for animal protection.
- Implementation of regulations: Ensuring the effectiveness of animal welfare laws in both countries.
- Culture
The cultural agreement between the countries includes actions to modernize digital library management and promote artistic exchanges. Among other goals, the agreement seeks to strengthen relations through choirs and orchestras and facilitate internships and technical advice in the cultural sector.
- Economy
The memorandum of understanding in the economic area aims to strengthen economic policies through the exchange of methodologies, research, and products that promote the growth of both nations. Key points:
- Economic development: Exchange of tools to implement better economic policies.
- Research and cooperation: Sharing knowledge to optimize public policies in both countries’ economies.
- Environment and Energy
The two countries also signed agreements in the environmental and energy sectors. The goal is to collaborate on reducing carbon emissions, improving urban mobility, and sustainably managing natural resources, particularly in national parks. Areas of collaboration:
- Environmental strategies: Exchange of experiences in sustainable tourism and natural resource management.
- Energy: Joint development of smart electrical grids and cooperation to reduce the carbon footprint.
- Butterfly garden
Finally, Costa Rica and El Salvador agreed to collaborate on the development of a butterfly garden at the Balboa Natural Park, one of the main ecological reserves of El Salvador. This project aims to improve the sustainability of tourist parks and promote the conservation of local species.
